Metal roofs can be saved even if they have a lot of rusted spots but it becomes impossible to recover from a silicone coating. Once a silicone coating has been sprayed or brushed on, and water gets under the coating due to small pinprick holes, the metal surface is then compromised by the wet dampness accelerating rust or oxidation.
From my experience silicone coatings do not seal a metal roof surface 100% and always allow water between the metal and silicone to accumulate, even in small amounts causing rust. The problem is exaggerated around fasteners and metal seams.
